repo必須stringRepository name, without the `.git` extension (case-insensitive).
owner必須stringUsername or organization name owning the repository (case-insensitive).
labels必須arrayArray of label names to add to the issue. Labels that don't exist will be created automatically.
issue_number必須integerPositive integer that uniquely identifies the issue within the repository. Must be >= 1.
data必須Data from the action execution
