Creates a new file in a GitLab repository at the specified path with the given content. Use this action when you need to add a new file to a repository branch with a commit message.

encodingstringThe encoding of the file content. Set to 'base64' if the content is base64-encoded. Default is 'text'.
file_path必填stringThe full path to the file to create within the repository (e.g., 'lib/class.rb' or 'docs/README.md').
project_id必填The ID or URL-encoded path of the project.
author_namestringThe name of the commit author. If not provided, uses the authenticated user's name.
author_emailstringThe email address of the commit author. If not provided, uses the authenticated user's email.
start_branchstringName of the base branch to create the new branch from. Only used if the specified branch does not exist.
